Report on the  Retreat organized by Katsina State Ng SURWASH PCU from 24-26th of June 2025 at Kaduna

Katsina State Programme Coordinating Unit of the Nigeria Sustainable Urban and Rural Water Supply, Sanitation and Hygiene NG- SURWASH has organized a three-day Strategic Retreat to review progress, current implementation status and the way forward towards achieving the Programme's Development Objectives in the State.

The Retreat took place at the Stonehedge hotel,  Kaduna from Tuesday 24th to Thursday 26th of June 2026.

The three-day Retreat was participated by representatives from Katsina State Ministry of Water Resources, State Steering committee, Officials from SURWASH Federal Programme Coordinating Unit and State Programme Coordinating Unit, as well as, Implementing Agencies, key relevant Ministries, NGOs, traditional and community leaders among others.

The Chairman Steering Committee of the Programme in Katsina State, who is also the Commissioner of Water Resources Dr Bishir Gambo Saulawa Saulawa delivered a welcome address where he acknowledged significance of the SURWASH Programme in improving public health and enhancing the overall quality of life of people in the State.

Dr Bishir Gambo Saulawa also highlighted the progress made in the programme's implementation to include the successful completion of procurement processes worth over 20 billion Naira last and another hardware procurement of 50 billion Naira envisaged this year.

He added that Katsina State Governor Malam Dikko Umaru Radda PhD has directed a rigorous monitoring and evaluation process for all procurement activities related to the SURWASH Programme in the State for more transparency and accountability as well as to ensure the Programme achieve maximum value for money for the people of Katsina State.

The Commissioner also spoke on some challenges faced in the Programme's implementation and the need for collaborative effort to proffer solutions to them to achieve more success.

In his remarks, Katsina State NG-SURWASH Programme Coordinator Engineer Aminu Dayyabu spoke on the  Objectives of the retreat, saying it was organized to assess the progress recorded and challenges, as well as, to foster collaboration among the key Stakeholders and to strategize on ways to scale up the implementation of the Programme in the State.

In their goodwill messages, some members of the State Steering Committee and the representatives of Commissioners of Health and Environment ministries of Katsina State acknowledged the way SURWASH Programme is impacting positively on the lives of the citizens.

Similarly, the representative of the Emir of Katsina and that of Daura assured continuous support to all Programmes being implemented by SURWASH 
in their respective Emirates.

Presentations were made on the overview of the Programme's Current status in Katsina state by the State Communication Officer and on defining Stakeholders roles and responsibilities for the Programme sustainability which was delivered by the National Communication Specialist.

The Retreat also focused on issues related to M&E, Policy, Institutional and Regulatory Challenges, Procurement,  Accountability, Environmental and Social compliance, Performance Improvement Action Plans, Accelerating Sanitation delivery and Communication among others.

The progress 
made in achieving the Programme's targets and the obstacles encountered along the way were  discussed extensively during the three-day occasion.

There was also emphasis for more coordination among stakeholders to ensure a unified approach to the Programme implementation and its sustainability in Katsina State.

In addition to these, some possible solutions towards overcoming the challenges identified in the implementation of the Programme in the State were also explored by the Participants and Resource Persons.

Other activities during the technical session of the Retreat include a group work carried out by the Participants where they rubbed minds on the strategies and action plans that would maximize the Programme's impact and ensure its sustainability in the State.
